The Emperor's Hawk comes out a blue fissure, its shield activate and starts doing scans while moving into a stable orbit.

Yoshiteru Kurita reviews some com messages on his throne comp.
"Odd, In all my time with the God Emperor, I've never had orders as this odd."

Two Amundish Cruisers warp into the Sector, their shields activating and their ships entering the orbit of the planet. They begin to scan the planet, seeming to ignore the nearby empire.

Yoshiteru waves to the comm officer "Hail them with a comm using the League of Stars comm format."
A Hail is sent to the Amundi cruisers not knowing if they can receive it or not.

"This is the Captain of the Emperor's Hawk of the Nichi Empire. I would like to know what you are doing here orbiting this planet."

Neither of the Amundish Cruisers would respond to the League of Stars formatted comm, as the Amundi Federation is not friendly with the League of Stars. Their ships would be incapable of recieving the transmissions and they would be too busy trying to make sense of the planet they are scanning.

If the Nichi ships were to scan the Amundi ships they would see that the Amundish ships have no weapons powered up, most of their power going to their shields and keeping the ships in stable orbit of the planet.

Yoshiteru looks at his screen thinking to himself, "Hmm no comm ability? Odd."
He turns over to mic, "This is the Captain, Launch the Gig carrier down to the planet and have them start aerial scans and a surface survey." He gets up and moves over to the science officer, "Keep doing those scans as well."

The rear hangar opens up and a small carrier sized ship comes outs and sets a course towards the planet at one of the continents.

When the Nichi launch a shuttle, the Amundi cruisers suddenly light up. A shuttle leaves one of them, and four fighters leave the other, escorting the shuttle. The shuttle and fighters would seem to follow the Nichi shuttle.

Meanwhile, Captain Fiar examines the Nichi ship from his cruiser. He's been given command of both cruisers, but there is an active captain on the other cruiser.

"Initiate Sequence One on this other ship, to Platform 1." He says to an Amundi at a console. The Amundi would nod slowly, before typing on the computer. The cruiser's targeting would pinpoint the location of the Nichi ship. Long-range communications would then be sent to an unknown location, far away.

Moments after the ships enter the planet area, the planet lights up with radio communications. Scans show there are multiple, highly populated urban areas along with orbiting satellites. Some of these satellites turn in orbit and unfold dishes at the unknown objects.

Taking images of the cities from orbit show they are above advanced industrial levels, and are showing signs of an out of the ordinary nuclear technology. There is no evidence to believe that this society is capable of space exploration as of yet.

The five main industrial centers begin to blast civil warning sirens, imaging from above shows the population running for what appears to be shelters in metro stations and bunkers. From other readings, encrypted communication floods the airwaves, most likely a full military response to the descending vessel. Energy readings in the cities begin to fade, a clear sign of hiding all key structures in a blackout.

The Infinity Fleet
The current ships within the Infinity fleet are as follows:

A large void in space would appear, waves of energy extending out from it before finally imploding in on itself, the Infinity fleet and her eleven ships emerge, their hulls streamlined and glowing an aqua hue.

The Infinity would begin to exchange information with the Amundi vessels over an encrypted channel.

The ZTN Wonder would scan the planet, identifying the abnormalities below.

The ZTN Discovery's lower hull segments would overlap and slide upon each other, revealing the hangar which launches ten Zaedrax fighters to accompany the Amundi convoy.

The Gig Carrier slows its descent as its sees the satellites.

Saigo Takamori: "Well looks like a level 1 civilization, those look like defend grid installations, I think these people have had some issues before. Open the bay and launch the scoutship with orders to explain our appearance, no weapons, just make sure the handheld translator works."

The bay opens an a small unarmed scout ship comes out, it sets a course towards an open area far from a city site or military site.

The Gig Carrier then breaks course to return towards the Capital ship.

Back on the Capital ship, Yoshi looks at his screen, noticing the Zaedrex fleet, he sends a hail to the Capital ship using league of star formating.

Yoshiteru Kurita: "I am the Captain of the Flagship of the Nichi Empire, I would like to know your intentions as well as the two other ships their ships following my contact ship. I would like to note that we are a recognized nation among the League of Stars, I would not encourage starting anything hostile."

When the Nichi shuttle deploys a scout ship, the Amundi shuttles and fighters stop following the Nichi shuttle and follow the scout ship instead. They seem to be shadowing every move the Nichi makes towards contacting the race that lives on this planet.

Captain Fiar glances down at an Amundi on a console in the bridge. The Amundi looks up at him. "Sequence 1, Stage 1, fifty-percent complete." Captain Fiar nods slowly, drumming his fingers on the arms of his chair idly.

The Infinity Fleet
The current ships within the Infinity fleet are as follows:

Two Zaedrax fighters would proceed to stay with the Amundi vessels as the other eight begin to split off and scout the planet.

The Infinity would receive the hail, responding with League of Stars format as well:

"This is the Zaedrax Tetrabune Naval vessel, the Infinity. I am Supreme Ambassador Verunas Nossa, responding to your hail. I am surprised this format is still being used, as the League of Stars is all but collapsed. Regardless, my fleet and her ships are here to explore this planet. We were requested by the Amundi, the other nation present, to come here and also relay a message from them. Allow me to patch it over."

There is a brief pause before a message is sent over:

"The Amundi are here to investigate this planet, and don't want hostilities. However, in light of the discovery of a new race, the Amundi would formally request the new nation to leave. The Amundi are willing to offer them a trade of resources and information in exchange for them to leave this race alone."

Yoshiteru receives the comm, he responds
Yoshiteru Kurita: "I must refuse that request to leave because we were given orders to investigate this planet as well by our God Emperor, to leave without attempting my orders would mean my unfaithfulness and damnation in the Dark Abyss.

Perhaps we can work something out and investigate and share our findings together and I would like to point out that we appeared here first to investigate and we attempted to communicate with them with no prevail to only have us asked to depart empty handed. We have no ill intentions of hostilities to you or the natives of this planet but we will not depart without a proper investigation that will satisfy our God Emperor's holy orders."

Captain Fiar would listen to the Zaedrax relay the message from the Nichi and purse his lips. "God Emperor...hmph. Gods are for the weak of heart who have no faith in themselves, and Emperors only seek to serve themselves, but hide under the guise of servitude for their people and their empire."

An Amundi on a console looks up at Captain Fiar. "Sequence 1, Stage 1 complete. Awaiting orders for Stage 2." Captain Fiar nods. "Understood."

"The Amundi Federation would politely request that no diplomatic ties be made with the natives of the planet, and no technologies be given to the natives. You can communicate with the natives all you please and feel free to investigate the planet as you see fit."

Yoshiteru receives the message reviewing it.
Yoshiteru Kurita: "I do not understand why they would request such things but I will have to refuse that as well, what we do will be determined by our first contact with these people with my men also I would politely ask them to stop shadowing my first contact crew in order to not sully things, they might think the Amundi ships as a threat in their formation and retaliate preemptively."

The Amundish shuttle and fighters would break away from the Nichi scout shuttle. They would head to a different continent on the planet, looking for cities there.

After receiving a message from the Nichi Empire of a new found race baring technology, three destroyers escorting a capital ship and a carrier enter the sector near the Nichi Empire's ships. They do not do much besides drift through the open space. The ships are not designed with any flag, paint or name to call the ship. It is only pure metal casing under its protective shielding.

"I would be willing to trade in some other circumstances but I sadly can not accept that arrangement. If the Amundi wish to make contact the natives then i will not interfere with them."

The scout ship on the planet changes its approach to head towards any remote open area's next to any military installations.

The Zaedrax vessels remain idle as the new vessels enter the system. The Infinity responds once more.

"It is a shame. Perhaps said opportunity for trade can be done aboard our new station. We will send the coordinates for when you are ready."

Four ships jump in, three Frigates and a destroyer. Upon scanning all races involved. Several transmissions are sent out, all encrypted.

The first is to all ships in orbit, included in the transmission is a dictionary and phrase book.

Quote :: This is Rear Admiral William Ajax of the first Soter scouting fleet, who are you and what are your intentions with this planet.

The second transmission is beamed to the largest city on the planet containing a transmitted dictionary and phrase book.

Quote :: This is Rear Admiral William Ajax of the first Soter scouting fleet, we come in peace, but cannot speak for the rest of the ships in orbit, they are not from our Republic. If you will allow us to land we would like to meet with your leader.

The ships begin maneuvering themselves and powering up their shields. Fighters are launched in patrol formations from the cruisers.

The third transmission is sent encrypted out of the system to other Soter fleets updating them on the situation of this new planet.

Yoshiteru recieves the Soter message sighing.
He sends a comm to the Soter fleet, "This is the Captain of the Capital Ship Emperor's hawk of the Nichi Empire. We are here to investigate this planet and proceed to make first contact for my people. What are your intentions?"

The scout ship continues its approach.

The Rear Admiral is given a report from a subordinate on the bridge.

The Republic of Soter is currently in the process of scouting new planets and civilizations to expand our society both technologically and economically. We picked up transmissions in space leading to this planet from their past and have come here to investigate. Captain of the Nichi empire, I would recommend pulling your ship back so as not to startle that civilization by violating their airspace, lest you provoke a hostile action.

The Admiral has his forces move farther away from the planet as the Nichi scout ship edges closer.
